I don't see how this jutsu works. You need a lot of water to make all that earth soggy. Also, you still get inside the earth, and it should be a Doton jutsu unless you turn the ground into liquid dirt. But that would require a LOT of water etc. So I don't see how it can work

It's not like he's manipulating earth, he's moving through it. And the point of the chrakra is to accelerate the water sogginess, or I would assume.

I wouldn't say that. Considering a lot of similar jutsu are around the same rank. Of course you would lose a fairly large amount of chakra doing so based on genin rank, but that's the same with most jutsu.
