Description: Sesshomaru can generate a thin, whip-like strand of yellow chakra from his fingertips. This whip can also cut into the skin of opponent and hurts especially when making contact with the flesh. I don't see why the first one needs to be B ranked since all it can do is cut. Yet I changed into to increase as in ranks because the skill/chakra manipulation used for the jutsu increases, making it easier for the shinobi to lengthen the chakra whip. I said no more than 6 yards. Have you ever tried using a whip? I guess not, because controlling even "mere" 6 yards is very hard and requires a lot of strength. Also, nobody wears any armor here, so your whip that can "only cut clothes" is always at its full potential. The chakra control required for this jutsu is also at least chuunin level.
