This is a very notable and strict feature of NRCP.  To learn certain jutsu, you must know the element.  Once you pick the element you want to learn then it can't be changed anymore unless through permission by one of the Administrators

Genin - Chuunin = 1 element
Jounin - Sannin = 2 elements
Kage = 3 elements
