I have an idea for a bloodline to appear in a way that makes sense: You could make it so that until you turn 16 or something, the bloodline remains dormant.

But personally, If you want to be a vampire or anything like that, I would pick Kiri or Oto over Suna, as Suna is in a desert and is thus very sunny, and Kiri is under a near-constant veil of mist (and is a bloody place by itself), while Oto is just a dark place where lots of unique and dark characters go...

Well, Ryu, the way Sench has it, one vampire can turn another person without a bloodline into one, I think. Anyways...
