im surprised they didnt catch this but you start with the 3 basic then you pick 2 C or D ranked Jutsus. The rest have to be learned and that includes the basic jutsus. Sorry about that but other wise it looks good.

This is the guideline for new rpers which was said to follow as you start off a Genin. Up so far, I haven't read anywhere:

You JUST get the three basics, no more. That is the official rule.

You need one more weakness, or remove one of the strengths. Blindness isn't a HUGE one like usual since you can see fine once you've activated Byakugan.
Other than that it looks good though.

Byakugan is a bloodline ability; it is merely the feat of a clan that stands-out to other clans which do not have one.
I don't believe that it is fair for me to be cut down because of a non-personal feat.
If you were to put out such arguments then I believe that you should cut down each and every members of the Hyuuga clan who also posses it. Matter of fact, as a stand-point of eyes disability and non-disiablity, you should also cut down each and every clans with doujutsu (with the ability to see). Either way, I would STILL be in disavantage for the NEED to see would resolve to the use of chakra. Without chakra, my character's lost.
Just to make you see my viewpoint.
EDIT = Yet said, adding another weakness is no issue to me. Just the idea of "cutting down" one of the strenghs while their numbers are already inferior as they are now.

What I meant was blindness isn't so bad if you have a way of seeing. Normally I would count blindness as two, but because you can see with Byakugan I only count it as one.
