I just looked at the Hyuuga BL, and even though those are Jutsu, many of those only require 4-point training, and they can be much more deadly than this SA.

Honestly I don't see why it has to be six it is more of a gateway SA, to thhe jutsu, and the partner which most of the jutsu except for like SS ranks take a bit to train anyhow.
