(If you guys get mad at me for posting here, Ky said jutsu are open, and I have just been waiting forever to post the jutsu  )
THIS JUTSU DENIED
Name: Kaze Joushou no Jutsu (Wind Climbing Technique)
Type: Taijutsu/Ninjutsu
Rank: B
Requirements: Water Walking, Tree Climbing, Air Affinity
Description: The Wind Climbing Technique takes chakra control to the next level and is only possible with a strong feeling for the element Air. Controlling chakra in their feet, a ninja will use this technique to brace against the third kind of matter, air, instead of water and solid surfaces. Channeling their chakra to their feet, they can create “platforms” to stand on for a few seconds. This can only be used for a few seconds at most, which is why it’s called wind “climbing,” but if used properly, a ninja could deliver a kick to someone, be able to brace against the air, regain balance, push off from their position and deliver a punch without losing momentum or slowing down.

Requirements: Blood on Hands when performing, name in Scorpion Contract which is possessed by Jingu Hirosho (Tokage’s Grandfather)
Description: When the jutsu is used, scorpions will burrow from underground and assist their summoner in combat or any way possible. The amount and size of the scorpions depend on how much chakra is sued, but there are three basic kinds: a small regular sized scorpion which is black and very poisonous, a scorpion the size of an average dog which is less poisonous but has crushing claws, and a large scorpion about four to five feet long which has large claws and a sharp spined tail but isn’t poisonous. They are usually used to surprise an enemy or trap them and in battle rely more on speed than on power. The scorpions are midless and obey their summoner to the death.

Well, the amount of chakra required means you can only create the platforms for a few seconds. A maximum amount of times using the jutsu would be no more than ten. As a chunin, my character could only use the jutsu a few times (3 or 4) before touching solid ground.

Technically it isn't walking on air. It's creating platforms of chakra that a ninja could stand on. It's called air climbing simply because you can use the chakra platforms to walk on air.

also, tell this dude that he is going to have to KinJutsu train for the Summoning Scroll.
And "Air" isn't an element, it's a substance. You mean Wind, right?
