Seiko is also vastly intelligent and has a vast Medical history but he no longer is capable of producing Ijutsu.

Description: A technique which requires the user to have entered Limit Break mode. When activated, chakra will surge through the weapon and make it harder and more weighted. The user then spins around once with great force, creating a tornado from the blade. The tornado's size is 20 feet wide and rather fast. The winds from the attack are able to cut through rocks.

Description: The water clone technique is a simple ninjutsu that creates a replication of the user with a physical body. Because it isn't purely illusionary, it can attack and use ninja techniques, just like the shinobi themselves, but it still disperses into a puddle of water when it takes a hit. The clones created by this technique only possess one tenth of the user's physical ability and chakra level and they are unable to go far from the user or utilize ninja techniques of a rank higher than C, which limits them a lot, but a smart shinobi can make a lot of use out of them. Any special weapons the user may have had on them when using this jutsu will be copied partially, losing any special qualities the original has and only having the same power as a common weapon of that type.

Description: Having signed a contract in blood; any ninja with this ninjutsu technique can summon a beast, or beasts, from another plane of existence to use in battle. The user must use their own blood as a "sacrifice" to summon them, after performing the hand seals corresponding with their animal. There are many variations to the Kuchiyose, and some of which include the substitution of a life as a blood sacrifice, or even no sacrifice or hand seals at all. Not all things summoned are animals. People and items can be summoned.

Description: A technique somewhat reminiscent of summoning jutsu, but different in principle. After forming necessary hand seals, the user will put their hand on the surface of water. Five sharks will form from their chakra and attack a target enemy. While frightening in its power when used against a target trapped underwater, this technique is not very useful when the opponent is above water and entirely useless without a big enough water body around.

Description: This techniques creates a large water vortex that moves forward at a high speed. The water makes a strong impact and washes away the opponent and many objects that might get in the way. If you are drawn into this vortex, the force of the flow and rotation will make it almost impossible to escape. While this technique can easily drown an opponent, it is not very useful because it can only be used either in a place where there is a lot of water or by spending more chakra than it's really worth.

Background:
Seiko, who goes mostly by his last name, Mitsuki, is a long time friend of Tamotsu and apparently apart of Tamotsu's team when they were younger. Seiko was considered Team 4's Medical Genius as his parents were doctors and scientists. Seiko was able to administer the proper amount of medicinal application to a persons wound just by looking at it. He and Tamotsu had a close friendship when they were younger, and Seiko would threaten to kill anyone who hurts him. When Team 4 broke apart because of Tamotsu, Seiko worked in the hospital and watched his friend from a distance. However, when Tamotsu returned to Konoha to become the next Hokage, he became Tamotsu's assistant, personal doctor and his motivation to work.
Time passed on and Seiko followed his own ambitions as did Tamotsu. But as it did, they're paths became more intertwined as Seiko began to notice stark differences in the man he once called a friend. When Tamotsu's 3 parts began to conflict and released the 10 Tails, Seiko sought after his friend to stop him. However, it was presumed he died in saving his long time friend. I see no real problem asides from you having only basic jutsus. If you're gonna have a custom sword make it and add it here to avoid the extra work later on. You need probably just one more mental weakness. Once this char hits jounin you can trash it. Since his styles are tai and nin you can say hes not as smart as some shinobi (Since you need knowledge for genjutsu) _________________
