Bingo Book rules for RPC:
- If you're rpc is to become inactive there will be a penalty to paid.
- There are no cheap excuses for making a RPC go inactive when in the bounty list.
ex: Make a new RPC, replacing, etc.
- The rpc in the Bingo Book must be active quite a bit in topics.
- Do not add someone to the Bingo Book without real good reasons for their bounty being placed on their heads.
