It would most likly give the edge against fire attacks. Although he did already have the advantage being a water user and all. All this jutsu does is gather the water in the air and make clouds above the user. (Way above) It then starts raining down, making it easier to use jutsu that require water in the area. Very useful in dry places. Cannot be used indoors. The incoming rain cannot be altered in anyway from the normal rain it is.
Ryo walked over to Mashimizu, pulling out his own scroll and pulling it down to his hands. He opened it up, reading the hand seals to himself and signing Mashimizus name as one of the people who know the jutsu. He wanted to keep track of everyone who knew it so he could make sure it didn't fall into the wrong hands. Even the most simple jutsu can do the most damage in the worst hands. It only needed the right or wrong in this case, motivation to do it. He handed the scroll to Mashimizu and pointed to the beginning of the directions, smiling at him nicely. IC: Mashimizu took the scroll with a friendly smile, thanking Ryo as he did. studied the scroll, trying to memorize everything as best as he could. He whispered the hand seal sequence to himself over and over. It took a few seconds to get everything in his head. Then he handed the scroll back to Ryo. Eyes closed, he did the necessary handseals and focused his chakra. He opened one eye to see if anything had changed. Nothing in front of him; he looked up. Slowly dark clouds started to form, swirling together. "Whoa." Mashimizu said in awe. Then he heard the first rain drop. Followed by several others. Soon it was raining. Mashimizu put out his hands to feel the rain on his palms, still looking up at the sky. "Awesome. Thanks a lot Ryo."
Ryo took the scroll back from Mashimizu and started walking away, giving his thanks to him. He would need to go and put the scroll into a safe place where only he and the Mizukage would have access to it. He stepped off the water, walking towards the treeline. He was going to find something to do before he took the scroll for a good hiding place. As he stepped off the water, he legs felt a bit wobbly, but he managed to stabilize himself, walking clamly off the water. He shook his feet, getting the water out of his shoes, then he walked to his shirt. He picked it up, putting it back on. It wasn't dry, but it had dried for the most part. It was only damp now.
