Inuzuka are no longer a full bloodline. You may make an Inuzuka, but that will just mean some facial markings, last name and stuff like that. Their fighting styles and all related rules are counted as non-bloodline characters.
In compliance with this, anyone may have a pet. However, only non-bloodline characters can have a pet that can aid in battle. The jutsus which used to belong to Inuzuka are now in the "special jutsu" list and can be learned by anyone with a moderator's permission. Naturally, non-ninja pets will not be able to use them.

Added the part where a battle-ready pet costs one fighting style, which I meant to have from the start

It's not like you can't use Tsuuga if you want to, so the joke fails
And not really. Like I said, battle-worthy pet. I think the only people with that are Inuzuka, so... for them, nothing really changed
