Hm... I'd rather you make more definite powers. A special ability template probably would work best, considering jutsu wouldn't fit.

Not everything in the world is gonna be ranked or considered a jutsu, it's a nature ability. If I had to rank it it'd around C. Trouble doesn't really fight, it more for emergency purpose or suprise attacks..
