I think he will grow a little bit personality wise before he becomes hokage. He's just a kid. You can't judge him now.

I bet the royalty thing is true, it is just their style to announce, oh and by the way, your heir to the dyanmo (plus spelling...) of a dead place, ain't that awesome. Of course you give the main character who is everything leadership is not, a backround full of it. Then he would have it from both parents, and its just amusing irony but doesn't change things to much cause its gone. As for the Hokage issue, Naruto is already extremely powerful, I think when hes Hokage hes just gonna create a bunch of shadow clones that endlessly do paperwork while he makes nice nice with the cool people and goes 7 tails on every other living thing just because he is childish and awesome.
