no, they have to do paperwork, check shinobi and civilian things. They have to work out pay, hand out missions, etc. Unless it's a wartime thing, I hardly think Kage's would have the time to do missions.

Not all of them. Orochimaru was the kage of Oto and we mostly saw him outside of Otogakure but Oto never had a economic crash.

Maybe, but just like any other village he had genin, chunnin, and the such and laws. It was a successful village of missing-nins and broken clans coming together to form as one.

Meaning, this mission is obtainable for a kage to do.

Kages can do missions... S-Ranked ones. And this is an A-Ranked missions. And since it's an assassination of one person I doubt it needs to be bumped up to an S.

So, the Kage in question can't go. Unless you have Lava's permission other wise.
