Name:Flashing point technique [Inkaten Jutsu]

Requirements:Must be a lightning/wind user, Must be taught by ballian mizunaka
Description: This technique involves two elements, both lightning/wind element Also can only be used when running., to use this technique user must focus chakra towards their feet.After a good amount of chakra is towards the area of the users feet, the user must force the chakra out with his lightning release to cause a large bright focus and use the wind element quickly right after to spread the light and push the user further as they run, making the enemy lose focus for a split moment where they are.

Description:A Technique developed by ballian, This technique involves at least fifteen seconds to thirty seconds to be performed.(One Post to actually use it properly or else it'd be a normal jutsu.)Starting with rasengan and not moving a bit, as pressure applies to feet as forcing chakra towards feet also while controlling the rasengan.

Using Flashing point technique, creating a large light force area, making it harder for the enemy to sense ballian for a moment, the user then appears right in front of the enemy and using rasengan at the enemy to strike with, only problem about this technique is, when using it causes internal injuries to both when making contact, worse to the enemy but not as bad as to the user.

That should be wind and lightning, wind/lightning suggests it could be either rather than both.

This may be just me, but this is kinda-sorta like my Kodachis that Katsuga uses. He channels his Chakra into the blade, pulls one of them out (the top), and it creates a flash of light. And, how would your Jutsu "slow down time"?
