This isn't DBZ, and this won't work. I have yet to see somebody who will actually consider counting other character's strengths in an RP, though we only have four general levels and the strength/weakness thingy is a must. And most people don't count their character's weaknesses as well. Some have low physical strength but still hit hard like a strong person would... others are averagely fast but can keep up with a speedy char... this kind of stuff. Power level will only make it worse

Without it we'll stay in chaos. We need a system to be able to properly moderate everything Sench mentioned. In a sense, that is skill modding but there is little we could do to reinforce the rules to prevent that. With a system we could.

More like your being more definite on your strengths, so that someone of the same rank would have more to differentiate from each other. For example, two chuunin that one person ranked up instantly while the other spent six months RPing with. With the power level system, the latter would be the obvious stronger in a more definitive term.
