The clan was a mutation of the Nara clan and it orignally started 100 years ago, by Narashi Nara. Narashi the current clan leader at that time wanted to expand and grow to show they could beat the Uchiha and the Byakugan using extensive training. Sadly even they could not change the fact that they could not use a Doujitsu.
Still thinking of greed Narashi strong and a good man was corrupted by the essence of the Uchiha and the Byakugan clans. Shunned by the preceding First hokage he had no place else left to go. He went into the great dark forest, which is currently unknown to anyone. As he went there he did not know where he was going, seemingly he was off track. He met a sage, the sage told him to go to the middle of the forest to recieve that sort of power that he wished. The sage gave him a book to go and find the middle of the forest.
Narashi interested by this took the offer and luckly found the middle of the forest. The beast that lived there was the Earth Demon. The Earth demon was asked by Narashi to make his bloodline a Doijutsu in change for his life. The earth demon properly announced himself as Sarashi, he although could not accept the killing of him wanted worshipping instead. Narashi promised worship every year to the Earth demon so he would not be forgotten and die in decay.
Narashi suddenly fell down and for hours he lay there, moving wriggling. Finally when he woke up he was in this bed with the old sage properly announcing himself as the host. Narashi felt weird but something in his eyes had changed, when he went to see in the mirror he found out it was true the demon had changed his eyes, but a price was only to pray to him so he would be known until the clan was destroyed.
Narashi being shunned by Konohagakure decided it was time for a change a change that would lead to great things. He went into the Stone Village where there were no shinobi there and started living there and found himself a home. He made a clan a new one under a new name. Kiminia he called it, and the bloodline name Meibatsu
Description:
This bloodline is a mutation of the Nara clan that allowed change to happen with in the clan. Meibatsu deals with 4 Eyes. The first one is level 1 eyes that can manipulate small shadows with jutsu.
The level two eye manipulates more shadows than usual the person can now do 6 simultaneous shadow manipulations.
During the Level 3 eyes the user can only extend the shadows to maximum 1/2 a Mile but it lessens the durubility and effectiveness of the overall shadows.
Upon reaching Level 4 eyes the Durubility and the effectiveness increase by 30% than normal but the length does not change, the shadows are increased on how many people they can hold to 15 People Maximum but the maximum lasts for half the regular time of each person.
Bloodline limits:
Using a special eye technique the user is allowed to use jutsu that involve shadow based elements. The users in addition wear a red armor to honor the first Hokage.

Description: This technique was originally used to bind and hold people and even delay pursuers. After performing the needed hand seals, the member will then stretch their shadow in-order to combine with another person(s) shadow and bind them. While contained, the target will be frozen and can replicate the movements of the one who casts the Technique.

Name: Kage Kubi Shibari no Jutsu [Shadow Neck Bind Technique]

Description: After the shadow is extended and has connected, One can further prolong their foe using this Jutsu. Because Kage Mane no Jutsu isn't perfect, one could easily break out of it with enough physical training. If that happens, a Nara member will use this Jutsu.
Once the shadow is connected, hands made from the shadow will extend outward. These hands are used for physically hurting one and also to retain someone for an even longer amount of time. If the Shadow bind is also to reach ones neck then they are literally able to crush it.
Name: Kage Mane Shuriken no Jutsu [Shadow Immitation Shuriken Technique]

Description: By putting one's elemental chakra, or the Kage Mane no Jutsu itself into the blade, one can throw it at another persons shadow and bind them for a set amount of time. With this, One doesn't have to actually make any real contact with their shadows.

Requirements: Kage Mane no Jutsu [Shadow Immitation Technique]
Description: First, the user will extend their shadow. They will then change their hand seal and cause the shadow to merge off the grounds as Tendrils. These tendrils can be used as piercing weapons, a very dangerous weapon for a Close Range or Mid-Range fighter.
It can also used simultanously with Shadow Imitation Technique, so it is possible to split the shadow and use both jutsus at the same time.

Description: This technique uses the Kage Nui threads to extend from a Kage Kubi Shibari bound on the body. These threads can then pull an object back towards the one bound.

This is closed, but we can leave this here until we can approve it. I have a few major problems with it first. We need a better description than that, preferably with a history of some sort.
And your description has nothing to do with your bloodline. Fix that. I would say a mutation of the Nara clan or something. Or maybe something from the East. Whatever. Much better. However, I think your third level of your eye is too strong. And I don't like how many people it can hold. Cut that number down a bit.
I still would prefer a little more recent history for your clan.
