okay lets say there is no one in a specific bloodline, and the person in that bloodline has achieved Jonin level can he be referred to as the leader of the specific bloodline?

Number of Members Allowed: 15, because the clan is new and is mostly the childern, grandchildern, and at the youngest, great-grandchildern of this young jounin that developed most of the clan's jutsu.

Leader: The leader of the clan is choosen in a similar faction than with the Kage of the various villages.
