background: Takashi was born in Kumogakure, the village hidden in the clouds. His mother was one of the few survivors of the slaughtering of their clan. She had fled to Kumo and married one of their top ANBU like ninja when he helped her recover from their injuries.
At a very young age, Takashi was taught by his father in the art of the ninja. Learning he had a water element was no problem thanks to his mother, and he showed great aptitude at Taijutsu, since he had lots of energy to burn everyday. By the time he entered the academy in Kumo, he knew a few basic techniques and much about how the ninja world works. In the academy, this knowledge pushed him to be in the top of his class, where he was admired by a lot of people, hated by others.
When he became a genin, his bloodline skill came out by accident during a sparring session where one of his bones got broken by his sensei's hit. He had somehow pulled the bone out of his body when it showed, and another one grew in its place and his skin healed instantly. The mark of the Kaguya clan was hidden by his long hair which fell down to his eyelashses, so nobody in his team could explain what had happened. His mother DID know what happened, and started teaching him their clan's style, the deadly dances.
At age 13, Takashi became a Chuunin. He had already learned a great number of techniques from his mother and father, and he picked up kenjutsu rather easily since one of the dances required a sword. It was there that disaster struck. On a routine escort mission, A-ranked missing nin's from Iwa came to try and kill the client he and his squad were supposed to protect. One disasterous battle later, only Takashi and the client remained alive. His two squadmates who died were his best friend Luke and his girlfriend Mika. It was there, he learned that feelings would only get in the way, and he swore to become stronger to make sure their deaths weren't in vain.
At age 15, Takashi was promoted to Jounin of Kumo. The straw that broke the camel's back came not too long after his promotion. Both his mother and father had taught him pretty much everything they knew, and his mother was going to teach him the final dance in their style. One night, Takashi had come home from a mission to find two assassins in the middle of killing his father. His mother's corpse looked a lot worse. Furious to the breaking point, he slaughtered the assassins, to find out they were fellow Kumo nins! Takashi packed all of his things, including a few of his parents things, and left Kumo for good.
At age 17, now, Takashi joined Kirigakure, who accepted him for his knowledge of Water jutsu and strong Taijutsu skills. However, it didn't feel right for him to stay in one place after training for so many years, so he tends to leave Kiri for extended amounts of time to visit other nations. He heard of the Konoha Sannin, Eric Hatake, and how he was a strong ninja and knew various deadly Kinjutsu's. Feeling a challenge in the making, Takashi is currently looking for the Sannin to learn what he knows, and fight him later.
Sample Post
Takashi scoffed at his two opponents. Missing-nin from Suna, both ranked Chuunin. His mission briefing told him they were dangerous, but he knew they weren't a threat at all. "You guys had better be a good challenge for me. I'm bored with fighting weaklings all the time." he told them, to get them angry so they would fighting with many gaps in their defenses. His little ploy worked, and the Chuunin's charged at him, ready to kill him for what he said.
"Alright. Tsubaki no Mai!" Takashi shouted as his shoulder bone popped out of his body a bit. He grabbed it and pulled it out. It became a full length sword, and the bone was harder than metal, so it wouldn't break that easily. One of the Chuunin was distracted by their opponent actually pulling his bone out of his body, which cost him his head as Takashi slashed his bone blade. The other Chuunin though was more careful and managed to avoid the hit.
"You're good to avoid that hit, too bad your partner wasn't as lucky." Takashi said non-chalantly as he made hand signs for his jutsu. The chuunin saw what was happened and tried to stop it, but it was too late and Takashi finished his jutsu. "Too bad your in my territory. Water is my friend. Suiton: Suiryuudan no Jutsu [Water Release: Water Dragon Blast Technique]!" he shouted, and from the lake behind him, a giant water dragon exploded out and crushed the other missing-nin, drowing him while breaking most of the bones in his body.
"Feh. You guys are all weak." Takashi muttered as he walked over to the corpses, and removed their heads to signal a mission complete. "You didn't even notice your surroundings."

Um, dude, I think you might have to start off with only Basic jutsu, and then train for the rest of them.
And to Kaeors statement: All shinobi are allowed to know Kinjutsu, though, you have to train for it, or find the scroll. Like Kuchiyose, you have to find the scroll, and Rasengan must be Inherited(thus finding the Scroll inhabiter)

Kage Bunshin no Jutsu [Shadow Clone Technique]

Requirements: None
Description: Being a forbidden and advanced ninjutsu, only a few people know this technique perfectly. It is similar to the Bunshin no Jutsu since the main function is to create clones. However, Kage Bunshin no Jutsu doesn't create mere illusion clones. This jutsu can create clones that are real, and can deal physical damage. They disappear after being hit by an attack.

Well, last time I checked, Jounin are allowed E-C ranked jutsu for free or something like that.(I would allow you to have them since they require a single post)

Description: A ninjutsu technique where the ninja creates a whirlwind blade around their arm with chakra. The blade slices through almost anything and cannot be easily blocked, as it is said that "nothing can stop a blade of wind."
Um, if your Element is Water, then how could you learn this skill? Wouldn't you need to have Fuuton based chakra?
And finally, my RPC Ryunosuke could teach you those Suiton Ninjutsu.

Can't I just keep them and show the training post later on? I'm in a bad mood right now, and I'm tired, so I really don't feel like making any changes. I swear to all of you guys that I will put up training posts for the B ranks and higher, save the bloodline jutsus. I don't think I need to train for those, but I'm not sure.
As for the wind blade, it says no requirements, so I don't think you need fuuton chakra, or else it would be a requirement.
