Well if you think about it than why would we ask you your element in the template, because being in a certain village doesn't effect your personal chakra type.

It's still too similar to gaara's control over sand, even if it isn't subconsious defence. You can't just move water around freeform, it's too powerful. It has to be seperated into jutsus with different aspects of the water control. Ie, I have different jutsus for water weights, water shield, and water sword.

Ice can only be formed by mixing the elements of water and air, which can only be done with a bloodline or demon.
