All jutsus must still be learned, but I'm feeling generous so you can keep the C-ranks. But move the B-ranks to Want To Learn.

If he's going to be in the SR, he's technically a Missing-Nin, so, he can't learn anymore Jutsus because he's not in a Village. At least, I believe that's how it goes. Either way, you keep all your Jutsus when you leave a Village, I know this for a fact.

BUT, this is a brand new RPC, made specially for SR. And you can still learn jutsus from a scroll, except the ones that need to be taught and Medical ones.

katsuga I can learn jutsus on my own just not the ones that require a sensei which I auto have anyways so phlew.

Ok edited that. Id add more to my want to learn jutsu but those are proably all going to be custom cause other wise its harder to have a strategy.
