Because you can use Chakra to completely hide your body and such.  I don't see how water's going to do that.

Water does it the same way as just using Chakra then. It completely hides your body and such.

You use chakra to increase the refractive properties of Water, as light enters the water, the chakra infused water will refract: Essentially anyone looking at the user sees what is on the other side of the user, rather than the user.
