Yes of course... because it makes perfect sense for a Genjutsu user or a fire specialist to learn how to breathe under water. Then again I forgot that none of your characters actually have personalities, and are merely copies of each other, none of which actually ever to manage to stay in character.
I am merely attempting to point out that not everyone is able to breathe and fight underwater, or even on water. Swimming doesn't really count as being able to fight... and Seemingly you think that as long as something is perfectly fine for Ninjutsu users that it doesn't matter for everyone else. I notice that you haven't responded with anything in regards to Genjutsu/Itjutsu/Taijutsu/Fuunjutsu/Puppet Users, except for something which sounds like a poorly worded suggestion that they learn Ninjutsu.
And Mizuken sorry for spamming your topic like this, I am merely attempting to point out that waters that rise 6-8 feet per post or more is extremely powerful against people who might not know anything to combat against it. Especially for people who come from places like Suna which has no water and no real realistic reason for why they might train to breathe under it. Now Ill think Ill just wait for Curtis or Ship to come in here with some badly written accusations of my idiocy. Its especially funny in ships case as practically any jutsu that any of his characters know is elemental yet he was saying stuff about learning non elemental.

Genjutsu and Itjutsu require concentration to be effective, and attempting to stay afloat in a flood doesn't really give you time to prepare all that well. I can't move underwater, not even my hands, it's like quicksand.... Earth jutsu is usually solid, unless it's already mud. Lightning jutsu would be controlled by chakra to certian extent, so it may be usable. Also, you probally wouldn't be a shocked by a lighting technique that start by surrounding your body. You might be able to float and launch your jutsu OVER the water. A wind blade jutsu would be unhindered. Certian cyclone style jutsu would make a typhoon. Water jutsu, yea. You would most likely not be using fire against someone during a flood anyways, especially if you know the source of it. It's difficult, but not impossible to swing weapons underwater. Depends on the Ijutsu/ Genjutsu. Certian clans can use them by looking at your or verbal commands. Oh yes, what about non-elemental chakra? Those effects vary, so no telling what you can do. Taijutsu depend on the style and and particular move. And have you ever tried attacking something underwater without being there yourself? You can breath if you can float, also shinobi have the pwnage ability to survive situation like flooding longer than average people, even as genin. In short, I'll be darned if I let my ninja die from a flood. Even as an E rank.

Background/History:
Kansui no Mune (Flooding Rain at Will) is a rare and powerful ability that extremely few have and was rumored to have been removed from the Ninja World many years ago. The complete history of this ability is unknown, but only those that have been seen with the ability of Ukojizai no Jutsu (Fierce Raining at Will) have been able to at least. The last person to be known of having this ability was rumored to have helped create the Ninja World at the beginning of time. However in a fight with the others that were helping create the world, he unleashed his ability and flooded a portion of the Ninja World which helped create the Water Country. Ever since then, this cursed ability has been all, but forgotten by the Ninja World.
Activation:
Usually this ability is activated after feeling a strong emotion such as witnessing a close ones death, having an extremely near death experience, or even (under rare conditions) getting an overwhelming feeling of joy and pride which was how the first Shinobi to have this ability gained it through feeling proud of helping create the Ninja World.
After awakening the ability, the user would have to undergo some extreme training with someone else with the ability, or undergo even harsher training by themselves. Since not too many people have this ability, the user would often go solo and more than likely wear themselves out before mastering the ability.
Abilities:
It would enhance detection abilities by letting the user not only detect someone within the rain as when they had Ukojizai no Jutsu (Fierce Raining at Will), but also pinpoint their location. As it enhances that ability, it also can be used as a water source for water Justus depending on the rank of the user.
E Rank: Enough for 2 water jutsus
D Rank: Enough for 4 water jutsus
C Rank: Enough for 6 water jutsus
B Rank: Enough for 8 water jutsus
A Rank: Enough for 10 water jutsus
S Rank: Enough for 20 water jutsus
SS Rank: Enough for 26 water jutsus
When the max jutsus are used, then the water source can no longer be used and the ability must be activated again.
Also.... as its name suggests, the user will be able to create floods with this ability. However, the user must be strong enough to create them and therefore, only certain people with this ability can cause floods. C-A ranks will cause minor floods, but S and definately SS will cause major flooding. They achieve the floods as so:
C Rank: Enough to flood a few blocks - up to a max of 2-3 feet of constant, non stop rain
B Rank: Enough to flood a town - up to a max of 4-5 feet of constant, non stop rain
A Rank: Enough to flood a small city - up to a max of 6-8 feet of constant, non stop rain
S Rank: Enough to flood a fourth of a Major Village - up to a max of 10-15 feet of constant, non stop rain
SS Rank: Enough to flood half a Major Village - up to a max of 18-20 feet of constant, non stop rain
Downside
With this power, the user will loose some of their chakra with each usage. The drainage depends on how strong the user is and therefore how much they loose.
E-D Rank: 5%
C Rank: 10% + 5% for flooding ability
B Rank: 13% + 10% for flooding ability
A Rank: 15% + 10% for flooding ability
S Rank: 17% + 15% for flooding ability
SS Rank 20% + 20% for flooding ability
After obtaining this Special Ability, it replaces Ukojizai no Jutsu (Fierce Raining at Will) in your SA slots. |
Haven't read this thread, but I know these things in red need to be changed or adjusted.
- I don't like that your trying to incorporate several ninjutsus into this Special Ability. Which to me, just seems overpowered.
- Pinpoint accuracy... No, that seems like it'd need a lot of chakra to cast and too much attention for a genin to master. Ranks E-C I think would have trouble with this..
- Your SA also doesn't explain where the water comes from.
- Flooding? No.... That'd be the effect of an S-ranked Water jutsu or something like that.. Also, only a A-ranked person and above would have the power and control to create that much water..
- And Ukojizai no Jutsu (Fierce Raining At Will) would take a hell of a lot of chakra to master.. I'm personally thinking that is an A-S ranked move in itself.
In full, this is overpowered.

Feet of rain is a helluva lot. You know inches of rain is a fair amount, right? E rank could start at 2 inches and SS rank could hit 10 feet. It's more balanced.
(Keep in mind 2 inches of rain is a fair amount for a fight, especially for E rank.)
