Sr defends but the innocent. Think of them as a twisted robin hood et al.
They would probably fight against the rebels of Oto, only if Rei's gov. was not corrupt. If it were corrupt, we would let the shit hit the fan, as it were, and allow the cards to be placed once again into our hands.

Hmm, well here's the thing, she doesn't necessarily have to be corrupt to be wrong. She's been handing out Sannin to anyone who pledges fealty, not just those who are worthy, she gave Sannin to a GENIN before he declined.

That just straight up shouldnt be allowed. you have to be a jounin first, to become a sannin.

In all truth she is the Otokage so she can do what she wants. There is no rule that states otherwise even if personally I don't like it.

If you're promoted to Sannin from Genin, you're a Sannin only in name. Be prepared to have your ass handed to you by a real Sannin.

I looked at Rei's RPC, and, from the looks of it, she's either a Chuunin, with that A-Ranked Jutsu, or a Jounin. NO WAY she's a Genin.

Note the part when she made Zieg the Sannin. I assume once you lose your rank as Kage that you drop to jounin.
