Technically, it's both a Taijutsu, but also not a Jutsu at all, if that helps any.

Description: This jutsu is clearly one of the most powerful fire jutsu's capable of burning holds through even the toughest material. Much like Rasengan, the user channels their 'fire' chakra into their palms, as they move their free hand swiftly, to compact the ball of spinning fire. Though the ball is no large than a canalope, it has the power to burn holes in an enemy with even the slighest bit of power, in the thrust. But due to the chaotic nature of the flames, if is advisable, that the user is wearing gloves, and has excellent chakra control. For if the user pours to much chakra into the ball, if will explode, causing great damage, not only to the surrounding area, but to the user, as well.

well if its supplementary then it won't be counted as a jutsu slot since supplementary are tree walking,water walking etc. and they do not require slots.

Another Question for the Jutsu Mokuton Rasengan how much points are required to learn the jutsu?

No, it's a full jutsu. It takes up a slot. And Flaming Rasengan has no element, there's no point in putting one on it.

AJ's right. Just remember that it's according to what Rank you are, and what the Rank of the Jutsu is, and if it's Kinjutsu or not.

Another question, lets say that I have Bokkon bloodline which I do and I am trying to get this Mokuton Jutsu. Is it apart of my clan jutsu automatically since they are Mokuton jutsu, or they are not?

Not too sure on that one. I've looked at your Bloodline and it is similar to the Mokuton Bloodline, but I'm not too sure about that.
