QuestionOk, in the learning jutsu post in the library it says "Note that the amount of jutsus one may know given below is the total amount for that rank, but everyone starts with 3 basic jutsu, so they technically have 3 less slots."
So all the basic jutsu take slots as well? May seem like an obvious answer but I wanted to be sure.
EDIT: Oh, also, about rank training; Do you only get two per account or two per character?

Library -> Basic Jutsus -> Canon Basic Skills
and you get two per character
