Question Regarding Seals

I'm sorry to have to ask about this, but I've been a little confused by what I found of Fuuinjutsu in the Library. I'm wanting to acquire (down the line, obviously, when I've gained a few ranks) Sealing tattoos from which my character could summon puppets. Would this be classified as a fuuinjutsu? or special ability? or kinjutsu, even? If it is at all doable, how would my character go about acquiring them?

Sorry to be a pain, and any advice is welcome!

Tattoos that summon are not seals. They are considered summons and thus would need the summoning jutsu.
