No, technically it's not, that I know of, because he wasn't able to post his Bloodline yet, and the Bloodline for his RPC was considered "dormant". I say let him have it, it's great!

Well Kodo is a Raptor so in short terms... yes... However like Katsuga said The bloodline had to be dorment because the staff had no idea what the clan is capable of and that would leave way too much room for godmoding. The same is for any clan/bloodline. If they havent seen it yet then someone can't use it for that reason, as well as others. I had every intent on posting the clan once I reached the requirments. I also went as far as to send a copy of the clan to several of the top staff members at the time. That way they all knew what Kodo was to become in the future if they accepted his template.
Now that the custom clans is open for one slot in Konoha and I have reached the requirments of having at least 200 posts and an RPC at Chuunin level I've posted it for approval. I'm just waiting on one more person to post saying they'll join. If more then one person joins that is cool too.
