If a missing-nin joins another village, are they still concidered missing? Or do they get their normal rank of Genin, Chuunin, ect... That is to say: If I became a missing-nin and joined Kiri could I still rank up, or whould I be stuck as a Genin untill I returned to Konoha?

If you left when you were genin then when you come back you'll still be genin.

No, it's possible to continue ranking up if the village officially welcomes you and you officially denounce your past village. As in you can't kill a bunch of Kohona ninja, betray them, and go off and join Otogakure.

I don't see why not... Orochimaru was a former Konoha Shinobi, and he joined/founded Otogakure.
