ITT: New person asks questions. Part 2!*Can I RP a jutsu training event as the person learning having an NPC teacher and stay at the base requirements for learning the jutsu? It makes things a lot easier to map out in my head, and wouldn't affect anything besides ease of filling paragraphs.
*In a similar vein to the above, can you randomly use NPC characters for missions to help the writing go more smoothly? They don't really have to do anything to be a huge help with the storytelling aspect, and it would probably make missions much more interesting to read.
Probably more questions later. Sorry if the answers are obvious.

Sure, knock yourself out. NPC's in battle type missions are obviously not allowed.

Most missions require you interacting with something, well at the lower end at least.
Don't blame you...training yourself to use skills already made up can be a pain.
I do have a question about your battle type in missions. I thought i have seen people rp a npc missing-nin in some mission?
(second thought occurred) Do you mean as team mates, or enemies, or both?
(team mates is obvious one)

Teammates. You can control the enemies but some of the higher rank missions, it's easier to get a moderator to do the NPC enemies and some of them require moderators to do so.
