Yeah, Iwa is really really empty, while suna is only slightly empty, Oto is nearly empty, and Kiri and Konoha are fully equipped, with tons of people.

Well Iwa needs people because it just got created maybe 3 weeks ago, while most of Suna and Oto-nin were composed of our older members who have now left.
