The user must be going very fast. Thou it can be stoped if the target block's the blade with a weapon. The jutsu is only effective on Chuunin and below. The technique is normally used by those that are capturing a target, or wish not to slay there opponent.

Background:

akechi never knew his family, he grew up on with him self figuring out how to work in the world to make it alive without dying,He worked as a farmers boy in the fields of the country, making his money to buy himself a home food and weapons to live, he owns a small house but not very big, His only known memory of his family is the picture of his mouth he carries with him all day long.

He entered the academy passing easily as his teachers were impressed with his smarts they made him a genin, He doesn't belong to a squad yet, never made any friends he was more of a lone wolf, He trains in his backyard and one day a shinobi left a note on his door step telling him about his clan, he trained hard and recklessly every day to prove he is somebody in his village and no matter what he was apart of the village.
