Description:
All this jutsu does is gather the water in the air and make clouds above the user. (Way above) It then starts raining down, making it easier to use jutsu that require water in the area. Very useful in dry places. Cannot be used indoors. The incoming rain cannot be altered in anyway from the normal rain it is.
Ryo just had this last jutsu to learn, then he would be learning some quick easy genjutsu. This jutsu was imperative for him because he would need to teach it to someone else at some point he was sure, he was also sure that it would help the need for water in the area. He looked around and thought to himself. This was a jutsu he had made so he was the only person who knew about it. He basically just needed to perfect it so that he could use it at will. He looked up at the sky and saw the lack of clouds. He forced chakra around him and held a seal, trying to make the condensation come into the air to make rain. He was a little annoyed because it had been fiercely raining earlier, yet it stops when it is needed. He forced his seals out, continuing his steady stream of chakra and watched as a small cloud formed over head. He looked at it and lost his concentration, making the cloud dissipate with the wind. He looked at the sky angrily and attempted the hand seals once again. He was going to get this to work, no matter what it costed. He could feel his chakra growing within himself, making sure he held the seal together, He could also feel the area around him get much more damp. He could smell the condensation in the air, as if it were to rain in a few hours. He was getting close to getting this jutsu perfected. This was his jutsu, which meant only him and a few other people would know how to do it. He would make sure only he would teach it. He felt as the fog grew thicker and thicker, making it extremely easy to see it around his body. He opened his eyes, seeing the fog around him. It floated around wispy-like and such. He could feel the water on his skin, like condensation on a glass of ice-cold water. He broke the seal to feel around in the fog and as his hand went through it, it dissipated in the air. The fog cloud around him quickly dissipated, leaving no trace of it behind. He restarted the process all over, first starting with gathering his chakra. He forced his chakra into his body, making it flare up around him. He hand sealed, making the water gather up around himself. He watched as it condensed and made a cloud that was very close to him. It was not perfect, but it was good enough to make rain from. He continued forcing chakra into the air, hoping he could make a massive cloud, possible of making flash-floods and other such things. As he thought about the massive cloud that could potentially be formed, the cloud began to grow as the amounts of water and chakra grew. It became very large and floated high into the sky. He looked up at it, hoping it wouldn't dissipate and it didn't. It floated above him, way up in the sky, making the only cloud above him. It was a massive cloud, big enough to produce good water techniques. He looked up once again and saw a rainbow. Raindrops were dripping from the cloud, raining down upon the earth where he stood. As the droplets fell, it was only drizzle, but it soon picked up, making thunder and creating a large downpour. He looked up at it, the sky was still a bright blue, but thunder boomed through the sky. He thought of it as a paradox, two seemingly opposites, coexisting in one space. It reminded him of politics and his view on how peace and tolerance should be. He still felt that peace was a large hoax and that tolerance was the only REAL peace. He put his hands on his head and rubbed the water out before thinking to himself about what jutsu he should use this rain for. He hand sealed and as he hand sealed, he said to himself, "Mizu Bunshin no Jutsu." Ryo watched as the water spiraled around and formed a clone next to him. It stood there, wet from the rain and from being formed by water. The clone stood there and the water around him spiraled into his hand, making a whip of water. Ryo did the same and they both jumped back. Ryo extended the whip and slung his hand at the clone. The clone grabbed the whip and pulled him closer. Ryo sent his leg at the clone and sent it back, splashing into water.

IC: After learning his new jutsu, Mashimizu was having a good time climbing up any tall tree he could find. He stopped on top of the tallest tree in the area. As he looked around he saw clouds form from out of nowhere. Whoa what the hell? Mashimizu decided to investigate. He climbing down trying not to make too much noise. He finally reached the spot where all the happens had taken place. It was Ryo. Mashimizu had met him not long ago, but he felt that the were somewhat friends. He jumped down as gracefully as possible for Mashimizu (which isn't very) landing on all fours. He stood up to brush himself and said, Hey Ryo! What's up?"
