Personality: Raiku is a very level headed person, not doing anything without reason. He is normally very quiet, but he can and will chat your head off. He has been called annoying many times, but he does not let that get him down. He can also be quite the pervert at times, but stops if he knows he is getting to out of hand. When in combat, he can kill in cold blood, but will spare his opponent when needed. He is also somewhat patient, but only when the task requires it. He also is not one to hold grudges.

Description:After making their Handsigns, the user selects a weapon such as a Kunai, Sword, Shuriken, etc., and infuses it with electricity. The result is that the weapon increases in cutting power, as well as gaining the ability to deliver a slightly disorienting shock if the said weapon is applied to an open wound, or anywhere the body is exposed.

Description:The user forms his handisngs and focuses his chakra around his fists. Drawing in ambient static electricity from the air around him allows him to focus a small, flexible shield of lightning around his hand. The shield is small, only about the size of half the hand of whoever uses it, and is mainly focused around the knuckles and back of the hand.
The shield acts as a electrical discharge, allowing volts of electricity to be sent into whatever makes contact with it. The electricity is paralyzing, and has a chance to stun the opponent if enough lightning is discharged, however, this obviously requires some skill in Taijutsu to hit the opponent in the first place, and it takes multiple hits for the paralyzation to take effect.

Background: Raiku was born and raised in Kumo. His parents were no-talent ninjas, and Raiku greatly suffered because of this in the academy. To counteract this, he studied a lot of kenjutsu and learned to combine basic Lightning Ninjutsu with weaponry to make up for his parents skills, or lack there of. He considered himself more of a Samurai than a ninja because of this.

At age 12, he graduated the academy. He left the main village to train his skills for two years. Through out that time, he learned to master the katana and wakizashi. He had learned to cut trees with one strike of the blade. He was also known to take a solid branch off a tree, about the size of a katana, and knock branches off twice its size. The sound of his training during this time is what gave him the nickname he has today. He gained the Thunder Ninja because of how hard he trained and the amount of noise he would make. It would be so loud that small neighboring towns would say, "Wow what a thundering ninja!!!"

When he entered the Chunin Exams a year after he returned, the Raikage's hate towards Raiku's parents caused him not to become a Chunin that year, even though he won every round in under 10 minutes. The reason for the hate is that the Raikage was once defeated by Raiku's dad and the Raikage couldn't get over the fact that he was defeated by such a low life ninja.

Raiku filed a complaint later, but as soon as he entered the paperwork it was burned right in front of him. Raiku later paralyzed the person from the waist down and the arms, assuring that the person would never be able to fight again. When he was tried for this, his parents took full blame and were arrested and sentenced to 3 years in jail. After the trial, Raiku swore to never hold a grudge against anyone ever again, but he did swear vengeance against the Raikage.

He is now training outside the village and waiting until the day he can get his paws on the Raikage's neck.

You can only have a D-rank bloodline jutsu, not C-rank, unless you have had permission.

For "Special Ablities" put down the Bloodline limit.

So far, it seems good other than that. I know it's WIP, which is why I'm commenting on things that are already up (save for the SA).

1. You don't need to put "Major" or "Minor" by your Elements.

2. "Ninjutsu Master"? XD Not happening... With a Bloodline, you're allowed either 1 "Specialization" or a "Major" and "Minor" for your "Style".

Then why was Velidina accepted like it was? And I though SA's could be used by any rank, although the main SA part of it is the combining of two elements without actually combining them.
