Name: Mizuchi
Description: This sword, though not well known throughout the great five countries, is legendary throughout other parts of the world. It is the sword handed down by the Gods to a Water Dragon named Mizuchi for his faithful service. It is incredibly powerful and incredibly difficult to obtain. The Dragon long ago decided to lend his sword to the strongest man he could find. The man who could defeat him in single combat. For anyone who has not defeated the Dragon who tries to wield the sword it will be incredibly heavy. So heavy, in fact, that no living person could pick it up.
With the sword comes Mizuchi's mark, a tattoo that runs up the wielder's sword arm. It depicts the Water Dragon, swirling around in coils around the arm. The tattoo is strangely opalescent and colorful. It is a mark that the wielder has defeated the legendary dragon and can wield the sword. The sword itself is also dragon themed. The handle is decorated like the coils of the long snake-like dragon body. It has no Tsuba, and instead the Dragon's head takes it's place. The slightly curved blade emerges from the Dragon's mouth. The blade is unadorned and only about 30 inches long.
This blade greatly increases the user's control over water. The user's jutsus may take on various dragon-like appearances, though it is purely aesthetic. It increases the power of the wielder's water jutsus. It also is exceptionally good at cutting through forms held together by chakra and blocking chakra based attacks.

I'm not thinking Gaara sand thing, I'm thinking of the ease with which one can produce water jutsus.
For the jutsu disruption, It needs the same amount of chakra as the jutsu takes to create in the first place. It's like a very limited jutsu shou like ability. Firstly, you much be touching it, and secondly it must be a water jutsu. I could change it to make it just better at cutting through things which have forms held together by chakra. It would actually probably be better as an ability, but it wouldn't look as cool.
