Personality:
Rui is a calm person that is easy to anger. When she looks at everyone she has a lot of anger problems when it comes to someone that she is wanting to be with or protect. She has a hatred toward those who are arrogant and power hungry that is for there own benefit and not the benefit of the village. She doesn’t care what people think about her as long as its for the benefit of her village. She tries to keep her abilities to her self when it comes to using the ice element.

Once created, it takes a little additional chakra to adjust its length, but it can't be longer than fifteen and shorter than three feet long. Background:
Rui was born in kirigakure with her mother raising her to understand that her abilities with ice should never be shown to anyone of the village since the destruction of so many years before her birth. She grew up to know that those with arrogance should never be tolerated and that no man should ever deem her unworthy of becoming anything that she desires. Growing up she noticed that most of the clans that had unique abilities where killed from when her parents where children. Now she was raised to hide her abilities since it involves the combination of suiton and fuuton.
When she was old enough she went into the academy at the village wanting to know everything that she could learn from them making friends learning how to be a ninja. When the term ended she knew that the genin exams where going to be toughest so she was going through some of the hardest exams that has been shown. She formed three perfect clones and was able to transformed two of her clones into some of the instructors that where over looking the exams.
Now as a genin for the hidden mist village Rui works hard and dismisses the arrogance of most of the shinobi that she is around. Rui now begins her story and struggle to become a shinobi that will do anything that she can to protect her village and to become the next Mizukage. Rui has taken well to the best genin possible going to learn everything that she can and will try to learn how to use the ability to use ice. Rui has thought about what her family has done and what she was told and taught.
Rui has grown up since she was a kid not knowing what to do or why she is able to use ice after a rain. she knew that no matter where she was in the mist village she didn't want to risk the chance of being killed because of her ability to use the ice element. Rui lookas around for others that are able to use a different element other then that of ice. Looking around the village she knows that the mizukage would want to know about her ability even if it means the risk of her death from the stories that he paraents have told her from the time she was a girl and how the mist village has the nickname the bloody mist village. She wants to be able ot find others that she will be able to trust to use her gift and her clans abilities with out the scar of her life.
Rui looks around within herself to find out what she needs to do wither it was to keep the ability to herself or to let the kage know with the chance that the mist village has changed since her family has hidden her and her gifts away from the world of the ninja. Rui wants to be able to show how she is and be true to the village as a genin for the mizukage. Rui has hidden her abilities her whole life now coming out of her shell she is ready to risk everything that she has known of the Hidden Mist Village to prove that she is fearless and is willing to accept the fack and challenge of the village to accept that she is of the Hyouton bloodline. With ice on her side she is determined to learn and create new jutsu that allows the use of ice. You can develop a character, with out gaining power, and ranks. You should know that, Character development is anything that changes the character, forcing them to mature, and become more and more real.
