Ok, I Tried To Make This As Simple As Possible, So Even Noobies Could Pump Out Something. Well Here It Goes.

First You Need These Brushes:

(Skip The AD)

First Go To File > New. A Pop-Up Screen should come up, Now Change The Dropdown Bar That Currently Says Pixels To Inches. Change The Height To 1.675 (You Can Do Whatever size you want, but I like that size. You Should Now See This:

Now Change The Color To Black. And Change The Tool To Airbrush. Then Choose The First brush You Downloaded And Click (NOT DRAG) Around The Picture So It Looks Something Like This:

Now Choose The Third Brush And Click Around Until You Get Something Like This:

Now Switch The Color To Red And Switch To Longhorn's First Brush and click over until you get something like this:

Then Switch To A Orange Color And Use Longhorn's 3rd Brush Until You Get Something Like This:

Next Save This Render (Right Click > Save Picture As):

Now Go Back To The Main GIMP Page A Go To File > Open and open the naruto render above. Now Go The Image > Scale Image > Then change the height to 3.675. Then Edit > Copy. Then Go To Your Sig Page and Go To Edit > Paste. Not Go To Your Tools Page And Go To Layers > Nee Layer. then Move Naruto Into A Good Position On The Right Side, Like this:

Now Change The Opacity Of The Naruto Picture Layer To 89.1. Then Go To Filters > Text > Free Type...

Then Choose A Font. I used the Font "Sell Your Soul" Now You Should Have This:

That CAN Be Your End Result. Or You Can Add Lighting. I'll Explain Lighting And Othe rExtra's In Another Tutorial.

To use text go to "Filters>Text>Free Type". Then everything is there. Do not use the Text Tool!
