Strengths: He is a tactics genius. Has an amazingly high chakra pool and great chakra control for his rank. His speed is average. He doesn't struggle with the idea of killing.
Weaknesses: He is very weak. His Stamina for dodging is also very low. He doesn't like listening to others ideas. He can't kill a girl with a cute face.

Jutsu that want to be taught:
Background: Ky was always very smart as a young boy and every day would go outside in the mist. He would play around and look at the clouds seeing them as people. Once he got old enough to know what chakra was and how it worked he tried it on his own. He tried again and again failing every time to do any skill. But one day he started to get it. Every day from 6 he used up all of his chakra again and again making it grow and grow. Once 10 he started making his own techniques based on the clouds in the sky. Once in the academy which he wasn't for very long he was ahead of all of the other students in ninjutsu and the basic jutsu, though he lacked strength. This is why he attained his speed.

I assume you can fill the jutsu slots when you create a new character, and I have a problem with one of your strengths.
It says amazingly high chakra pool and great chakra control, which is two strengths. Plus, I have had a profiel rejected for having both those strengths as a chuunin. Maybe as a Kage/Sannin, but certainly not chuunin. Also, Chuunin do not have amazingly high chakra pools, they have "above average" chakra pool, unless you want to change a weakness to "way below average".
Other than that it looks good so far.
