Personality: Kouryuu is incredibly violent, it has killed civilization for their foolishness before. But those whom don't act violent or ask him to many questions are often sparred (unless he's hungry). He does what he pleases, and will from time to time move giant water bodies from one place to another to suit his purposes. All in all he doesn't take shit from no-body and does just about whatever he wants.

Description: This jutsu does not require any hand seals. The user will generate a large whirling sphere of water and have it float, usually somewhere close to them. It can be controlled rather freely to be used as defense and water tendrils, which have high piercing power and can bust through rock, can be released from it for offense. Only someone with a close affinity to water may hope to use this jutsu.

Description: After forming the required hand seals, the user will expel of water from their mouth, which will then greatly increase in amount in a watery explosion. This water can be controlled by the user to some extent, but is mainly used to alter the battlefield and as a set-up for other water element techniques.

Type: Ninjutsu

Requirements: A large body of water or double amount of chakra used
Description: After the user makes the necessary hand seals, a massive stream of water shaped like a dragon's head will rise and can then be controlled to some extent, namely launching it at a target and partially controlling its path. This technique deals heavy damage and washes away the enemy, but requires a high amount of water to be present to be used. Alternatively, the user can create water on the spot, but that costs much more chakra.

Name: Suiton: Mizu Kamikiri - Rising Water Cutter
Type: Ninjutsu

Requirements: Water as first element
Description: This water-based ninjutsu does not require any hand seals to be used. The user will slam their foot or fist into the ground and cause water to rise up, even if they are in an area with no natural water. The user can then launch jets of water, which can be controlled by the movement of one's hands and have enough power to cut through rock, from that position. Controlling the water constantly takes away a bit of chakra, and the user will have to perform the technique again if they change position.

Requirements: A large supply of water or double amount of chakra used
Description: This techniques creates a large water vortex that moves forward at a high speed. The water makes a strong impact and washes away the opponent and many objects that might get in the way. If you are drawn into this vortex, the force of the flow and rotation will make it almost impossible to escape. While this technique can easily drown an opponent, it is not very useful because it can only be used either in a place where there is a lot of water or by spending more chakra than it's really worth.

Background: Kouryuu was once a god of land far away. However the people were weak and primitive, he sought to make his way out to a much greater land; And so every few years when he was summoned he would come to the land of Kirigakure. This angered the people of the Primitive land, despite their lack of technique and technology they believed the Kouryuu should be thankful should live among them as it had in previous years. On a final day they summoned him, and conditioned him to never be summoned again if he ever returned to the far away land again. Kouryuu grew angry and destroyed the entire temple from which he was so heavily guarded in, a thousand warriors died that night and his scroll was lost deep with-in the underground. Until recently when a shinobi of the far away land heard the legends and sought the great Kouryuu out from his eternity in nowhere. The primitive villagers could not muster the power to find him, even if the truly wanted too. The ground became a sacred memorial representing two thing, the costs of defying a demi-god and a monument to the thousands slain protecting him.

Hm, nope, that won't work. He got the contract before you did, and it never was received from some mysterious friends. Also, my clan had the undead dragon contract for a while before anybody else suggested making dragons. Like you said, dragons are dragons, so technically, none of you can have a dragon.

Or we can just forget that part and allow IAC to have this summon.
