Konoha's new policies

1. Alliance with Oto canceled
2. Not allowing any shinobi that are not from konoha into the boarders and will be attacked.
3. A tax on trade from incoming nations is being put into place (rp only)
4. Declares neutrality with all nations untell further notice
5. Outlaws are welcome to enter the county, but if they pose a problem they will be hunted down. also if any one form konoha wishes to attack them to gain the bingo on there head then so be it.

(obviously I cant kill Genin but I can capture them if they enter)
