You should note that it's a pet. And you must train in order for it to have a jutsu, and I doubt it can have that.

It's actually possible for him to have it because, if you look at Temari's Summon, who was a Weasel, he used a Fuuton Jutsu to clear an entire forest!

It was a summon, you should know that they are different from normal animals. Also, he still needs to train for it. Now, if you feel nice you may allow him to have a special animal pet. But that should require a good excuse. For instance, the pet I had was from a summoning group, and hence was intelligent on a human level.
