Due to the new influx of members jumping to the vastly popular Konoha and the mostly overlooked Kiri, Both villages are now closed to the public to help promote a better population balance. (despite never working.)
But not to be a complete asshole... for those who join a lesser country, you'll get one of the following...
Joining Suna: 1 C-Rank Wind Jutsu.
Joining Oto: 1 C-Rank Jutsu. (Generalized due to sound not being an element.)
Joining Iwa: 1 C-Rank Earth Jutsu.
The elemental Jutsu are based on your primary element. So if you don't have it, tough luck.

Hyusahi, Daisuke
Daito, Tsubaki

Does this apply becoming missing and joining a village? I had a ninja immediately leave Konoha and join Otogakure, so do I get a Jutsu

You must have missed the part where it said NEW rpc. Not an already approved one. These are for new templates.
