Description: Since Genjustu is control over the nervous system this justu effects the electrical signals sent from the brain to the extremities by slowing them by half. Since the signals take longer to be processed the victims reaction time is slowed by half making one second feel like two. Because your disrupting the actions of another person this jutsu uses a fair amount of chakra to perform.

This is incredibly over powered.
1) It should cost him a hefty amount of chakra if hes effecting the electrical signals of the brain.
2) Even if he can, no eye technique can affect the inner workings of another person's nervous system to that extent without the person having disrupted it before hand.
3) It can't last that long on another person.

ok I changed the jutsu time and cut it in half and added that it takes a good amount of chakra to perform.
But since like it says in the description of what a genjutsu is it is manipulating the nervous system of another person or in other words the impulses sent by the brain and all I'm doing is slowing those impulses, and the reason I made it an A rank jutsu is because unlike some genjutsu that impede a persons movement stopping them from evading an attack this simply dulls their reaction time by a second.

look this is overly god modded let me explain in terms you can understand
Lets say you were not a Itichi and you were against one in a fight. And that person uses this jutsu on you, by reducing the reaction time the person can do almost an infinite amount of things just in the first stage. Imagine if you had a pen and it dropped and you couldnt catch it. Then you reduced your reaction time by 2 seconds persay and then you did it again, it would be completely off. I do not like this jutsu at all, I hate to say it this is my first one.
