He wears a white cloth headwrap, and white pants that are loose around the thighs and calves but have elastic bands around the waist and ankles. He normally never wears a shirt at all, and carries around with him a gold colored staff.

Personality: Enel is the type who would do most anything to become more powerful than he currently is. He puts himself threw abnormally extreme circumstances in order to "push his limits". Normally people with such lust for power let their egos run wild and let their sences of right and wrong become non-existant. This is not true of Enel. He is easy going, and rarely worries about a thing. Enel is rather blunt and to the point most of the time, but still has a decent sense of humor. He is the type to put his friends first. He forms bonds with people fairly easy, and does not let them be broken easy.

When it comes in contact with something, it will burst, damaging and shocking anyone it touches and also slightly shocking anyone within three feet of its edge at the moment of impact.

Background: Enel was born in a small village on one of the mountains of the Lightning Country. His mother died at his birth and his father was just an average village genin. His childhood was a good one, even though not having a mother figure. Enel spent a lot of his free time exploring the mountain side and practicing the survival techniques his father would teach him. One day his father challenged a village chuunin and was beaten very badly. This humiliation lead to constant mocking and ridicule by the other ninjas, they would say that he was weak and a disgrace to the name of the ninja. This lead to Enel's drive to be the strongest. His resolve was to show the world that not everyone in his family was weak, and that they are not disgraces to the way of the ninja.

Does the gold staff do anything or is it just a staff made out of gold or gold-plating?

Yes.... that's what I needed to know.... a 6 foot staff of gold would be terrible heavy. Especially one that's battle ready.

ahh you have a point, i might want to make it just gold plated. i didnt think about the weight to it.

Gold Plated would be better as you can have an amplifier metal on the inside along with the excellent conductivity of the Gold.
